Title: CRA Officer:
The CRA Officer is responsible for developing, implementing, and administering all aspects of the Bank’s Community Reinvestment Act (CRA) Compliance Program required to achieve at minimum a “Satisfactory” CRA rating. This position develops and implements programs to ensure the Bank meets the credit needs of the community served by the Bank, fulfills regulatory requirements and attains CRA compliance goals. The CRA Officer advises the Bank’s Board of Directors, Executive Suite, CRA Management Committee, Senior management, and Bank personnel of emerging CRA issues to ensure compliance directives are maintained and exam ready guidelines are followed. Ensures department activities run efficiently by providing leadership, training, and supervision within the department. The Director establishes, participates, and maintains relationships with internal and external stakeholders, including Lending, Government Affairs, Treasury, community-based organizations, local advisory groups, and businesses. Ensures support is provided to business units responsible for achieving CRA goals with targeted CRA performance strategy and ongoing comparative benchmarks. Ongoing success of the CRA Program is measured by audit and examination results. The Director of CRA reports to the Chief Compliance Officer.
Key responsibilities:
- Developing, implementing, and administering all aspects of the Bank's CRA program, including policies and procedures, program governance, staff, and compliance with the CRA.
- Ensure proper adherence to the provisions and intent of the Community Reinvestment Act, successfully demonstrating the Banks' responsiveness to the deposit and credit needs of low- and moderate-income individuals and markets within the Banks' assessment areas.
- Plan, organize, and report the Bank’s compliance activities related to CRA, including oversight of CRA data.
- Monitor policies, procedures, and practices to ensure adherence with federal and state regulations related to CRA.
- Orchestrates the Bank’s CRA strategy in lending, investments, and services; sets goals for the Bank’s assessment area and in collaboration with the development of the Bank’s CRA Strategic Plan efforts. Monitor’s progress and provides feedback to ensure the goals are met, and indicates any reasons for shortcomings.
- Provides interpretations and clarifications of laws, regulations and issues relating to and including: Community Reinvestment Act (CRA) and Home Mortgage Disclosure Act (HMDA) as well as other regulations as applicable; identifies and coordinates the implementation of new and updated regulations.
- Responsible for the coordination and writing of the Bank’s needs assessments and performance context through-out the Bank’s assessment area.
- Leads the preparation and serves as one of the Bank’s point of contact for regulatory evaluations, exams, internal audits, and reviews related to CRA.
- Oversees corrective action taken by management to address CRA issues, including assisting with the implementation of the corrective action plan, conducting follow-up reviews to determine the adequacy and effectiveness of the action taken and, effectiveness.
- Develops and maintain effective working relationships and communications internally as well as with community groups, CRA qualified investment firms, brokers and other CRA related organizations.
- Work with the Bank’s business units to develop and/or /utilize existing available products to meet the needs of low- and moderate-income individuals/communities in the Bank’s CRA assessment areas; including but not limited to underwriting accommodations for community development organizations.
- Maintains an “exam ready” approach.
- Development and coordination for delivery of applicable corporate wide CRA Training.
Competencies

- Extensive knowledge of bank operations and lending processes.
- Solid technology abilities, including intermediate proficiency with Microsoft Office, ClearTouch, CRA Software application (RiskExec, CRA Wiz, etc.)
- Excellent presentation and communication skills, including technical writing abilities.
- Ability to respond to CRA inquiries or complaints, regulatory agencies, or members of the business community.
- Ability to competently manage staff.
Minimum Qualifications/ Experience
- 8-10 years of progressive regulatory audit or compliance experience in the banking or financial services industry with a focus on CRA programs and evaluation.
Formal Education or Certifications
- Bachelor’s degree with an emphasis in compliance, finance, regulatory review, accounting, law, government planning, business or risk management; or an equivalent amount of relative experience.
Salary Range: $220,000.00 - $240,000.00
